Strengthening coordination between Vietnam Red Cross and the Committee for Ethnic Minority Affairs

On November 8, at the headquarters of the Committee for Ethnic Minority Affairs, the delegation of Vietnam Red Cross led by Associate Prof. Nguyen Thi Xuan Thu – President worked with the Committee on Ethnic Minority Affairs Coordination between the two sides in the period 2013-2018 and orientation cooperation in 2019-2021.

The meeting was attended by Mr. Do Van Chien – Minister, Chairman of the Committee for Ethnic Minority Affairs; Ms. Hoang Thi Hanh – Vice Minister, Vice Chairwoman of Ethnic Minority Affairs Committee; Associate Prof. Nguyen Thi Xuan Thu – President of Vietnam Red Cross; Dr. Tran Quoc Hung – Vice President and representatives of technical departments.

According to the report on the results of activities, the coordination of propaganda of humanitarian values ​​and traditional education of humanity has followed closely the guidelines of the Party and State. The two sides have jointly organized activities To propagate and raise awareness for ethnic minority people in various forms of propagation and dissemination such as coordinating the printing of documents on ethnic policies of the Party or the State, bringing them down to the grassroots; Coordinate propaganda in newspapers, magazines, local television, education traditional solidarity among ethnic groups living in the same area.

Regarding coordination of programs, projects on socio-economic development, participation in poverty reduction in ethnic minority areas, implementation programs have achieved certain results.

According to the report of Vietnam Red Cross, in recent years, the campaign “Tet for the poor and victims of Agent Orange”, the whole network of Red Cross has mobilized and supported over 12.5 million gifts ( total value of over VND 4,750 billion) donated to over 12.5 million poor households, especially poor households, especially ethnic minority and mountainous households; The program “Cow Bank – Together with poor people in communes and border communes to build new rural areas” mobilized over 17,000 cows for poor households and ethnic minority households; The campaign “Each organization, each individual associated with a humanitarian address” has supported over 750,000 humanitarian addresses with the amount of nearly 1,000 billion.

In addition, the Red Cross regularly deploys other support activities: every year, when natural disasters, storms and floods occur, the Red Cross conducts relief work for people in natural disaster areas and mountainous areas (annual average value of 100 billion); Support for construction of houses for disadvantaged households and households affected by natural disasters. The clean water project in Bac Ai district, Ninh Thuan province supports over 90% beneficiaries are ethnic Ray Dak …

With these results, the contents of the program are implemented by two local agencies. Thereby contributing to the achievement of socio-economic development objectives of ethnic minority and mountainous areas. However, there are some limitations such as: lack of close coordination in the implementation of activities, limited information sharing between the two sides; Some localities have not clearly defined the mechanism and content of coordination, have not specifically assigned their responsibilities so they have not brought into full play their strengths.

Speaking at the meeting, President Nguyen Thi Xuan Thu stated: More coordination should be discussed, and the coordination program could be extended for many years and suitable content with the functions and duties of the two parties as supporting activities for ethnic minority people throughout the country. The branding charity programs such as “Tet for the poor and victims of Agent Orange”, “Cow Bank” … have provided direct support to people in disadvantaged areas. The Red Cross also has projects to support clean water, rural environment, sanitation for schools, projects supporting victims of Agent Orange, especially relief activities in all natural disasters affected areas such as housing construction, livelihood support, health care.

Along with that, Vietnam Red Cross also plans to provide a number of publications, improve media content of the press agencies of the Red Cross such as increasing the specialized social-economic areas of ethnic minorities, mountainous areas; Introduce examples of humanitarian work.

With the results of the past five years of cooperation, between 2019-2021, the two sides will sign a joint program of 2019-2021; Preparation of annual work plans specifying goals and targets, assigning responsibilities to the parties. Based on that, the two sides determine the content of coordination is one of the annual activities of the two parties.
