Cooperation with the Red Cross Societies of Laos, Cambodia, China and the Republic of Korea has taken various forms, ranging from emergency relief, community healthcare and educational support to first aid training, volunteer development and the sharing of experience in humanitarian operations.

A notable feature of recent cooperation has been the combination of traditional friendship with strengthened technical collaboration, greater engagement by Red Cross organizations at the local level, and a stronger focus on sustainable humanitarian programmes.

Expanding Cooperation with China, with a Focus on Disaster Response Capacity

Cooperation between the Vietnam Red Cross Society and the Red Cross Society of China continues to develop under the Memorandum of Understanding for the 2023–2028 period, signed in Hanoi on 22 November 2023. Priority areas include disaster relief, delegation exchanges, training, safe community development and the application of digital transformation in humanitarian management.

During the 2016–2024 period, the total value of assistance from China for humanitarian activities in Vietnam exceeded VND 25 billion. This support has contributed to a range of practical programmes and projects, including climate-resilient community development in Khanh Son (Khanh Hoa Province); emergency assistance to people affected by drought and saltwater intrusion in the Central Region, Central Highlands and Mekong Delta; flood relief in Son La and Yen Bai provinces; the provision of bicycles for volunteers; and initiatives to strengthen the resilience and livelihoods of disadvantaged women.

Of particular note was the project to strengthen community-based disaster response and first aid capacity, signed in 2019 with a budget of RMB 1.5 million. Implemented by the VNRC Central Committee and in Da Nang, Hai Phong and Thanh Hoa, the project helped raise public awareness and improve first aid skills, strengthen provincial disaster response teams, and establish first aid points equipped with essential supplies in areas along high-risk national highways.

In addition to resource assistance, exchanges and knowledge-sharing have become increasingly important components of bilateral cooperation. In August 2026, the Second China–Vietnam Red Cross Youth Exchange Programme was held in Nanning, Guangxi. The programme provided young participants from both countries with opportunities to learn about international humanitarian law, practise first aid skills, participate in emergency response exercises and engage in cultural exchanges.

At the local level, cooperation has continued to expand in response to practical needs. On 22 September 2026, the Ho Chi Minh City Red Cross Chapter met with a delegation from the Social Work Department of the Central Committee of the Communist Party of China. Discussions focused on volunteer recruitment and management, mobilizing personnel in emergencies, and supporting vulnerable populations in urban areas.

On 15–16 October 2026, a delegation from the Tuyen Quang Red Cross Provincial Chapter visited and held working meetings with the Wenshan Prefecture Red Cross Branch in Yunnan Province, China. The delegation visited several humanitarian models, including an emergency rescue station at Tianbao Border Gate, a prosthetic limb repair station in Malipo County, the Charity Garden project in Qiubei County, an emergency rescue training facility, and the Wenshan Prefecture Central Blood Collection and Supply Facility.

Delegation from the Tuyen Quang Red Cross Provincial Chapter visited and held working meetings with the Wenshan Prefecture Red Cross Branch in Yunnan Province, China

These activities have opened up opportunities to strengthen direct cooperation between local Red Cross Societies, particularly in emergency response, community healthcare, assistance for persons with disabilities and support for vulnerable groups in border areas.

Cooperation with Laos: Bringing Healthcare Services Closer to Communities

Humanitarian cooperation with Laos continues to reflect the longstanding bonds of friendship and solidarity between the two countries through medical examinations, charitable surgery and assistance to improve essential living conditions.

The partnership between the Da Nang Red Cross Chapter and Sekong Province in Laos is a notable example. During the 2021–2025 period, units under the Da Nang Red Cross Chapter provided free eye examinations and surgery to 4,774 people in Sekong Province. They also distributed 860 gift packages, donated 200 community clean-water filtration devices and provided 20 solar-powered lighting systems. The total value of this humanitarian assistance reached VND 2.34 billion.

These activities have helped improve access to healthcare and essential living conditions while demonstrating the spirit of mutual support and solidarity between the two localities.

The partnership discussion between the Da Nang Red Cross Chapter and Sekong Province in Laos

On 27 August 2026, the two sides continued exchanging experience in organizational management, membership administration, volunteer network coordination in the context of organizational restructuring and consolidation, and disaster prevention and response. These discussions provide an important basis for improving coordination, strengthening the capacity of grassroots Red Cross personnel and expanding support activities in line with local needs.

Vietnam–Cambodia Cooperation: Strengthening Humanitarian Coordination in Border Areas

Cooperation between the Gia Lai Red Cross Chapter of Vietnam and the Ratanakiri Red Cross Chapter of Cambodia continues to be strengthened through delegation exchanges, experience-sharing and community assistance.

During a working visit to Ban Lung, Ratanakiri Province, from 20 to 22 October 2026, a delegation from the Gia Lai Red Cross Chapter met with its Cambodian counterpart and signed a Memorandum of Understanding for the 2026–2031 period.

Under the agreement, the two sides agreed to maintain an annual meeting mechanism, with the meetings held alternately in each locality. They also identified five priority areas for cooperation: promoting humanitarian values; emergency relief; community healthcare and first aid; voluntary blood donation; and disaster prevention and response. The agreement establishes a framework for both organizations to develop action plans, mobilize resources and implement activities suited to local conditions.

During the visit, the Gia Lai Red Cross Chapter donated office equipment to support the operations of its counterpart, visited humanitarian initiatives and a public clean-water facility in the Bang Yeak Lom area, and presented 20 gift packages to Red Cross personnel and 50 gift packages to disadvantaged residents in O Chum District. The total value of the assistance was nearly VND 100 million.

Mr. Le Phong, Vice Chairman of the Gia Lai Red Cross Chapter presented 20 gift packages to Red Cross personnel and 50 gift packages to disadvantaged residents in O Chum District, Cambodia.

The delegation also laid flowers and offered incense in tribute to Vietnamese fallen soldiers whose remains were recovered in Ratanakiri Province by Team K52 of the Gia Lai Provincial Military Command, helping reinforce the bonds of friendship and solidarity between the peoples of Vietnam and Cambodia.

The signing of the new cooperation agreement, together with direct community assistance, demonstrates both sides’ commitment to making their partnership more practical and responsive to the needs of people in border areas.

Cooperation with the Republic of Korea: Mobilizing Social Resources and Supporting Disadvantaged Students

Cooperation between the Ho Chi Minh City Red Cross Chapter and the Incheon Red Cross Chapter of the Republic of Korea continues under their cooperation agreement for the 2024–2029 period. Key priorities include professional exchanges, volunteer development and resource mobilization for humanitarian activities.

From 13 to 16 October 2026, the Ho Chi Minh City Red Cross Chapter hosted a seven-member delegation from the Incheon Red Cross Chapter, led by its President, Mr. Cho Euiyong.

At a working meeting on 14 October, attended by representatives of the Vietnam Fatherland Front Committee of Ho Chi Minh City and the Ho Chi Minh City Union of Friendship Organizations, the two sides exchanged experience in organizational restructuring and management, volunteer coordination, international volunteer projects, voluntary blood donation and first aid. These discussions helped strengthen mutual understanding and created opportunities for continued knowledge-sharing and more effective cooperation.

Ho Chi Minh City Red Cross Chapter hosted a seven-member delegation from the Incheon Red Cross Chapter

A highlight of the programme was the mobilization of resources to support education. Through the coordination and resource-mobilization efforts of the Ho Chi Minh City Red Cross Chapter, the Binh Duong chapter of the Korean Chamber of Commerce in Vietnam (KOCHAM) provided 60 scholarships in the form of savings books, each worth VND 5 million, for students facing financial difficulties. The total value of the scholarships was VND 300 million. The Incheon Red Cross delegation directly participated in the scholarship presentation activities in the Binh Duong area.

This initiative demonstrates the value of connecting Red Cross organizations with the business community and international partners to mobilize additional social resources for education, helping disadvantaged students continue their studies, pursue their aspirations and improve their future opportunities.

Towards More Practical, Sustainable and Effective Humanitarian Cooperation

The achievements to date demonstrate that cooperation between the Vietnam Red Cross Society and its partners in Laos, Cambodia, China and the Republic of Korea is becoming increasingly diverse in scope, flexible in approach and focused on tangible results at the community level.

While emergency relief and material assistance remain essential in times of hardship, technical training, disaster preparedness and response capacity-building, healthcare, educational support, volunteer development and the exchange of management experience are providing a stronger foundation for long-term cooperation. In particular, closer coordination between the VNRC Central Committee and local Red Cross Chapters enables partnerships to respond more effectively to practical needs while encouraging local initiative.

Looking ahead, the Vietnam Red Cross Society will continue to promote the effective implementation of existing cooperation agreements, maintain delegation exchanges and knowledge-sharing, and explore opportunities to expand programmes in healthcare, rehabilitation, first aid, safe blood donation, and disaster prevention and response. Other priorities include developing and scaling up models for clean water, environmental sanitation, school-based welfare and early action ahead of disasters.

Greater application of information technology and digital transformation in volunteer management, activity coordination and humanitarian resource monitoring will also contribute to enhanced transparency, efficiency and cooperation among partners.

Building on longstanding friendship, mutual trust and a shared humanitarian commitment, cooperation between the Vietnam Red Cross Society and its regional partners will continue to serve as an important bridge for people-to-people diplomacy, promoting humanitarian values and contributing to safer, more cohesive communities where no one is left behind.

In recent years, the Vietnam Red Cross Society (VNRC) has continued to promote bilateral and multilateral cooperation, advancing humanitarian diplomacy and contributing to the implementation of the Party’s and State’s foreign policy.
